IDs FOR EUROPE’s ELECTRIC VEHICLE SERVICE PROVIDER (EVSP) AND ELECTRIC VEHICLE SUPPLY EQUIPMENT (EVSE) OPERATORS

Why is?

REGISTER - FIND - CHARGE

In the future, it should be self-evident that users of e-vehicles no longer have to think about where to find the next charging point or which plugs and wattages are available at a charging point. Easy accessibility and cross-operator billing for the electricity drawn, charging services and parking costs should be simple and secure.

In order to establish such e-mobility services, commonly referred to as roaming, the first step is to assign unique identification numbers (IDs) to charging point operators (charging point ID, EVSEID) and to e-mobility service providers (e-mobility account identifier, EMAID) throughout Europe. 

  • The EVSEID (Electric Vehicle Supply Equipment ID) is used by the charging station operator to uniquely identify its charging infrastructure. 
  • The EMAID (E-Mobility Account Identifier) is used by the e-mobility provider to provide its customers with unique numbers for identification.

By registering your charging points (EVSEIDs) in national or private charging point registers, you enable every charging customer (EMAID) to find your charging stations, start the charging process and account for the services received (EVSEID+EMAID).

 

THE ONLINE APPLICATION

For the online application, please have the following documents ready as PDF or image files:

  • Proof of identity
    • Individuals (natural persons): valid official photo ID
    • Organization (legal entities): company register excerpt or trade register excerpt, or association register excerpt in the case of associations
    • Public institution: proof of authorization to apply (e.g. public authority register excerpt or other proof)
  • Proof of installation (only when applying for an EVSE Operator ID)
    • As proof of installation according to. "General Conditions", point 4.2 for at least one Type-2 charging point is, either a copy of the installation protocol or alternatively the invoice indicating the installed charging equipment or 
    • in case of self-installation by a commercially authorized electrician installation company, a self-attest for the installation is valid.

 

Instructions for "charging point operators"

This is how you get your unique "EVSE Operator ID (s)" and create the basis for national and international findability, accessibility and billing (including roaming) of your charging services for your customers:

  1. Apply for your desired "EVSE Operator ID (for EVSEIDs)" either as a onsecutive number or as a desired ID.
  2. Add the "EVSE Operator ID" received in accordance with the following standard (s) for each of your charging points to unique charging point numbers (EVSEID) in accordance with your company specifications or using your charging point management software.
    For example
    EVSE operator ID: e.g.: AT001
    + Supplement by e.g.: "E 000aZ000000000012345678900001"
    results in the EVSEID:
    e.g.: AT001 E 000aZ000000000012345678900001
  3. Register all of your EVSEIDs in the national charging point register of E-Control and in private charging point directories of your choice in order to be found.

 

Instructions for "E-Mobility Service Provider"

This is how you get your unique "Provider ID (s) (for EMAIDs)" and create the basis for national and international findability, accessibility and billing (including roaming) of your charging services for your customers:

  1. Apply for your desired “Provider ID (for EMAIDs)” either as a consecutive number or as a desired ID.
  2. Complete the “Provider ID” received according to the following standard (s) for each of your customers to form a unique “E-mobility account identifier” (EMAID) according to your company specifications or using your customer management software.
    For example
    Provider ID: e.g.: AT001
    + Addition of e.g.: "C
    000aZ000000000012345678900001"
    gives the EMAID for a charging point:
    e.g.: AT001 C
    000aZ000000000012345678900001
  3. Integrate all of your EMAIDs into billing service platforms of your choice in order to guarantee your customers access to your own and third-party charging stations with your customer contract.

Standards, ID-issuing agencies, software platforms and directories

THE STANDARDS - SOLID BASIS FOR INTEROPERABILITY

The standard-compliant completion of the EVSE Provider ID or Operator ID received by the number parts according to DINSPEC-91286 or ISO 15118-2:2014 to a complete EVSEID or EMAID is the responsibility of the respective applying organization/person.

Why do you need the EVSEID?
(ELECTRONIC VEHICLE SUPPORT EQUIPMENT ID)

You, as the charge point operator, use the EVSEID to clearly identify your charging infrastructure up to the power outlet (this is every charging socket or every charging cable installed on your charging stations). The syntax of the EVSEID is simple and already standardized.

You, the charge point operator, will receive the “EVSE Operator ID” (e.g. AT001) from us, the ID issuing office, by means of an online application.

You can now assign your own “Power Outlet IDs” to your charging point(s). You can use up to 30 characters, with separators, in your own number logic to clearly identify your power outlet (e.g. E * 123 ... 0001). Each individual charging point / connection point for EVs requires a unique number.

 

Why do you need the EMAID 
(E-MOBILITY ACCOUNT IDENTIFIER)

As the e-mobility provider, you assign internationally unique e-mobility customer numbers to your customers using the EMAID.

The EMAID consists of the “provider ID” of the e-mobility provider (z.B. AT001) and a 9-digit alphanumeric string (instance) and a check digit(z.B C*123aZ90*3).

The scheme according to which the e-mobility provider assigns the instance is freely selectable. 

 

AUSTRIAS ID ISSUING AGENCY

Austrias central ID issuing agency was established in 2014 by Austrian Mobile Power, in coordination with the Austrian Federal Ministries (BMWFW, BMVIT). This was the first coordinated step towards the development of interoperable charging infrastructures in Austria in line with the European and internationally developed use cases, standards and e-mobility ecosystem. In 2020, the operational management of the ID issuing office was transferred from Austrian Mobile Power to Smart Mobility Power GmbH.

Today, both natural and legal persons can centrally request and reserve the unique identification numbers, namely 

  • the "EVSE Operator ID" as part of the EVSEID (Electric Vehicle Supply Equipment Identifier) and
  • the "Provider ID" as part of the EMAID (E-Mobility Account Identifier).

Both IDs consist of the country code (AT) as well as three (alpha-)numeric characters (e.g. a01) and must be completed by the applicants for your charging points or customers in accordance with the standards.
